Taking intoxicated persons into custodyThe responsibilities of the police in regard to public order and security also include taking intoxicated persons into custody and supervising them. The Act and Decree on Treating Intoxicated Persons require that the police convey such persons to a State-run detoxification centre or, if this is not possible, to some other detoxification unit for intoxicant abusers. As yet there are no State-run detoxification centres anywhere in the country. There are, however, a number of municipal detoxification centres. The shortage of these centres means that the police normally have to place such persons in a cell. Not all police departments are open around the clock, and so intoxicated persons may end up having to be transported a considerable distance. Provided that intoxicated persons do not behave violently and do not present any danger to their family or anyone else staying with them, the police will in the first instance attempt to take such persons home or to the particular place at which they are residing.
